If you want one answer: Tántalo in Casco Viejo. It opens seven nights a week, anyone can walk in, and it is close enough to three other rooftops that a bad night is recoverable in four minutes on foot.
That last part matters more than any view. Two facts decide whether a Panama City rooftop night works, and almost no guide publishes either: whether a non-guest can actually get in, and which nights the place is worth going.
A stunning terrace that turns you away at the lift, or that is dead on a Tuesday, is a wasted evening regardless of the cocktail list.
Below are eight rooftops that cleared a stated set of criteria, each with a fixed data block and one line telling you who it suits.

How these eight were picked
A ranked list is only worth reading if the ranking rests on something. Five criteria did the filtering, and every venue below clears all five.
- Confirmed trading in 2026. Every venue here appears in a source dated this year. Rooftop rosters churn hard, and lists that do not check this go stale fast.
- A stated access rule. Either anyone can walk in, or the restriction is named. No venue is listed without an answer to “can I get in?”
- Genuinely elevated and open-air. A view, not a lobby bar with a window.
- Open at night. La Rana Dorada’s terrace in Casco is a pleasant craft-beer stop, but published hours run to around 6:00 pmm, so it is a sundowner rather than a night out. It is not on the list for that reason.
- Locals go there. A rooftop that only ever holds hotel guests is a hotel amenity, not a night out.
One venue was deliberately left off despite appearing on the strongest competing guide. Selina Casco Viejo’s rooftop is still listed by rooftop guides updated within the last month, but Selina’s parent company went through a well-documented financial collapse, and no source confirms the Casco property is currently trading. Naming it would be the exact failure this list is built to avoid.
Following Selina’s corporate restructuring, the property was acquired by Collective Hospitality for rebranding under the Socialtel banner. However, local property registries and booking channels confirm the Casco Viejo location remains physically closed through at least January 2027. Retaining it on active nightlife guides is an immediate indicator of unverified, scraped content.
The scene splits two ways
Casco Viejo is where most of the good rooftops are, and the reason is geography. The district is low-rise and compact, so terraces sit three or four floors up looking across tiled roofs to the skyline across the bay. Casco’s own tourism operators count five or more rooftops within a few walkable blocks. You can change venues on a whim.
The financial district, meaning Punta Pacífica, Obarrio and Marbella, is the opposite. The rooftops are on the 15th, 62nd and 66th floors of towers. Views are genuinely spectacular, and the venues sit isolated from each other. Each move costs a taxi ride, so you pick one and stay.
The practical rule: go to Casco if you want a night with options, and to a tower if you want one big view and a table you keep.
What the price bands mean
One dated secondary figure gives the citywide baseline. A December 2025 expat-cost roundup put Panama City bar averages at roughly $1.50 to $3 for a beer and $3 to $7 for a happy-hour cocktail, rising to $6 to $12 outside happy hour. Rooftops sit above those figures, which is why the bands below are relative rather than absolute:
- Mid: at or a little above the citywide cocktail range.
- Upper-mid: noticeably above it, with a weekend premium.
- High: luxury-hotel and casino pricing, where a round costs multiples of a ground-level bar.

1. Tántalo Roofbar

The original Casco rooftop and still the default. It sits on top of the small Tántalo Hotel, and the ground floor doubles as a rotating art space. Published listings show it open seven nights a week, with dinner service in the early evening before the room tips towards drinking and music later.
Its real advantage is not the view, which several others beat. It is reliability. Open every night, no door policy to negotiate, and a location inside the walkable cluster.
Choose this if: you want one address that works on a Tuesday, or a first stop you can leave without wasting the night.
2. CasaCasco 360 Terraza

Five floors of venue with the rooftop on top, restaurants below and a club floor in between. The terrace earns its 360 name with views over both the bay and the Casco rooftops. The building being a whole entertainment stack is the point. If the roof is not working for you, the club floor is one lift ride away.
Choose this if: you want the night to escalate without leaving the building, or you are with a group that will not agree on one thing.

Choose this if: you want a conversation rather than a soundtrack.

Two practical notes. You enter through the casino, not the hotel lobby, which catches people out. And the pool is scenery rather than something you swim in. Published listings put opening at around 5:00 pm, so arrive then for sunset.
Choose this if: you want the single biggest view in the country and are willing to pay for it.
8. WET Deck at W Panama

A large pool deck on a mid-level floor rather than a true rooftop, ringed by skyline. The bar is built into a repurposed shipping container, which is a better joke in the country that owns the Canal than it sounds.
Treat access as the deciding factor. This is a hotel pool that opens to outsiders under conditions, not a bar with a door on the street.
WET Deck Access Rule: Non-guests cannot walk in to use the pool or lounge area during the day for free. Daytime access requires purchasing a Day Pass (typically $35 to $50, which is usually redeemable in food and beverage credit).
For evening DJ events, outside visitors are admitted, but table minimums or cover charges frequently apply. Booking via their WhatsApp or Instagram ahead of time is mandatory.
Choose this if: you want daylight and a pool scene rather than a night-time terrace, and you have called ahead.

Access, dress and reservations
Access is the one to check before you leave the house. Casco’s rooftops are almost all street-access venues where you walk in. The tower rooftops are attached to hotels and casinos, and their rules vary by day and by how busy the property is. If a rooftop belongs to a hotel and you are not staying there, call.
Dress is stricter than visitors expect. Smart casual is the floor at every venue here, which in practice means no beachwear, no flip-flops, and closed shoes for men in the higher-end rooms. The luxury hotel rooftops enforce it hardest.
Reservations are worth making for anywhere you have set your heart on, and for any group above four. For the mid-range Casco terraces on a weeknight, walking in is normal.
On weekly programming: check the venue’s own Instagram on the day. Do not trust published weekly schedules, including ones on otherwise good sites. The Tuesday-art, Wednesday-Latin, Thursday-ladies-night listing you will keep finding traces to a 2019 article and has been reproduced ever since without anyone re-checking it.
The luxury hotel threshold: Venues like Panaviera (JW Marriott) and Ammi (Sofitel) enforce their smart dress codes strictly at the ground-floor elevators. Men arriving in shorts, sleeveless shirts, or open-toed sandals will be turned away before they even see the roof.
Casco’s independent rooftops (like Tántalo and Sama) are more forgiving of tailored shorts in the heat, but beachwear is universally rejected.
A rooftop hop that works
This only works in Casco Viejo, which is the argument for starting there.5:30 pm
5:30 pm, first rooftop. Arrive before sunset for a table. Casco’s tourism operators put the sweet spot at roughly 5:30 pm to 9:00 pmm, and that is when the good seats go. Sama or Lazotea suit this slot: lower pressure, easy to get into at 7:000 pm
7:00 pm, sunset and dinner. Either stay and eat, or move. Lazotea and Tántalo both run proper kitchens in the early evening.
9:00 pm, the busy one. Tántalo or CasaCasco as the room fills and the music comes up. This is when a reservation stops mattering,g and a queue starts. 11:00 pm
11:00 pm, escalate or stop. CasaCasco has a club floor beneath the roof if the night is going somewhere. If not, Casco’s ground-level bars are a better late option than another terrace.
The whole route covers a few blocks. Walking between venues inside Casco after dark on the main lit streets is normal and busy.
Getting home
Plan this before the first drink, not after the last one.
Ride-hailing works in Panama City and is the standard way home. Inside Casco, the pedestrianised sections mean your driver may ask you to walk to a corner. Agree the pickup point before you order.
Street taxis exist and do not run meters for tourists. Agree the fare before you get in, or use an app.
Walking between rooftops inside Casco is normal on lit, busy streets. Walking out of the district on foot late at night is not the same thing, and the streets change character quickly at the edges. Take a car.
Pace yourself. Rooftop drinks are strong, the heat is real, and the drink prices push people towards spirits. Drink water between rounds and eat something. The city’s licensed taxi and ride-hail options run late, so there is no reason to drive.
