What I would build if you say go One script, publish_gate.py, with three deterministic checks that self-assessment cannot do: First-person claims using 11.1's own phrase list Overclaim sweep using your strength words, reporting each with its sentence Numeric conflict clustering: same unit, same context window, different values Plus the six binary conditions as the Phase 5 gate, and CONTESTED added to the marker table. No new rules. Three of the six things I listed as genuinely new are already rules that lack enforcement, which is the actual gap.
